Allocation of Secretarial and Maintenance Staff

There has been a moratorium on Recruitment and Promotion in the Public Service as and from 27th March 2009. See CL 23/2009. Arising from this moratorium no appointments may be made to any permanent or temporary non-teaching positions in Community and Comprehensive Schools without the prior approval of the Department of Education and Skills.

In accordance with the moratorium and the needs of the school the DES determines the allocation of Secretarial and Caretaking Staff annually. The grade at which Secretarial and Caretaking Staff are appointed is also determined by the DES. Secretarial and Caretaking appointments arising from DES allocations are deemed to be permanent and pensionable in accordance with public service regulations.

Boards of Management may decide to appoint additional Secretarial and/or Caretaking Staff under the School Services Support Fund, the School Completion Programme or other such schemes which are outside the scope of the normal DES allocations. The pay and conditions of such staff are at the discretion of the Board but it is advisable to maintain relativity with the terms and conditions set down by the DES for core non-teaching staff. Staff appointed in these circumstances are not included in the public service pension scheme and consequently must be provided with access to a PRSA pension scheme.

It should be noted that additional staff may obtain rights to a CID if employed in excess of four years.
